Article 2\u00a0 This Law shall apply to the conduct by the People\u2019s Republic of China of diplomatic relations with other countries, its exchanges and cooperation with them in the economic, cultural and other areas, and its relations with the United Nations and other international organizations.<\/span><\/p>\n

Article 3\u00a0 The People\u2019s Republic of China conducts foreign relations and promotes friendly exchanges under the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thinking of Three Represents, the Scientific Outlook on Development and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.<\/span><\/p>\n

\u7b2c\u56db\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u575a\u6301\u72ec\u7acb\u81ea\u4e3b\u7684\u548c\u5e73\u5916\u4ea4\u653f\u7b56\uff0c\u575a\u6301\u4e92\u76f8\u5c0a\u91cd\u4e3b\u6743\u548c\u9886\u571f\u5b8c\u6574\u3001\u4e92\u4e0d\u4fb5\u72af\u3001\u4e92\u4e0d\u5e72\u6d89\u5185\u653f\u3001\u5e73\u7b49\u4e92\u5229\u3001\u548c\u5e73\u5171\u5904\u7684\u4e94\u9879\u539f\u5219\u3002<\/span><\/p>\n

Article 4\u00a0 The People\u2019s Republic of China pursues an independent foreign policy of peace, and observes the five principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, mutual non-interference in internal affairs, equality and mutual benefit, and peaceful coexistence.<\/span><\/p>\n

\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u575a\u6301\u548c\u5e73\u53d1\u5c55\u9053\u8def\uff0c\u575a\u6301\u5bf9\u5916\u5f00\u653e\u57fa\u672c\u56fd\u7b56\uff0c\u5949\u884c\u4e92\u5229\u5171\u8d62\u5f00\u653e\u6218\u7565\u3002<\/span><\/p>\n

The People\u2019s Republic of China keeps to a path of peaceful development and adheres to the fundamental policy of opening to the outside world and a strategy of opening-up for mutual benefit.\u2002<\/span><\/p>\n

\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u9075\u5b88\u8054\u5408\u56fd\u5baa\u7ae0\u5b97\u65e8\u548c\u539f\u5219\uff0c\u7ef4\u62a4\u4e16\u754c\u548c\u5e73\u4e0e\u5b89\u5168\uff0c\u4fc3\u8fdb\u5168\u7403\u5171\u540c\u53d1\u5c55\uff0c\u63a8\u52a8\u6784\u5efa\u65b0\u578b\u56fd\u9645\u5173\u7cfb\uff1b\u4e3b\u5f20\u4ee5\u548c\u5e73\u65b9\u5f0f\u89e3\u51b3\u56fd\u9645\u4e89\u7aef\uff0c\u53cd\u5bf9\u5728\u56fd\u9645\u5173\u7cfb\u4e2d\u4f7f\u7528\u6b66\u529b\u6216\u8005\u4ee5\u6b66\u529b\u76f8\u5a01\u80c1\uff0c\u53cd\u5bf9\u9738\u6743\u4e3b\u4e49\u548c\u5f3a\u6743\u653f\u6cbb\uff1b\u575a\u6301\u56fd\u5bb6\u4e0d\u5206\u5927\u5c0f\u3001\u5f3a\u5f31\u3001\u8d2b\u5bcc\u4e00\u5f8b\u5e73\u7b49\uff0c\u5c0a\u91cd\u5404\u56fd\u4eba\u6c11\u81ea\u4e3b\u9009\u62e9\u7684\u53d1\u5c55\u9053\u8def\u548c\u793e\u4f1a\u5236\u5ea6\u3002<\/span><\/p>\n

The People\u2019s Republic of China observes the purposes and principles of the Charter of the United Nations, and endeavors to safeguard world peace and security, promote global common development, and build a new type of international relations. It is committed to settling international disputes by peaceful means and opposes the use of force or threat of force in international relations, hegemonism and power politics. It remains true to the principle that all countries are equal regardless of size, strength or level of development and respects the development paths and social systems decided upon independently by the people of all countries.<\/span><\/p>\n

\u7b2c\u4e94\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u5bf9\u5916\u5de5\u4f5c\u575a\u6301\u4e2d\u56fd\u5171\u4ea7\u515a\u7684\u96c6\u4e2d\u7edf\u4e00\u9886\u5bfc\u3002<\/span><\/p>\n

Article 5\u00a0 The conduct of foreign relations by the People\u2019s Republic of China is under the centralized and overall leadership of the Communist Party of China.<\/span><\/p>\n

\u7b2c\u516d\u6761 \u56fd\u5bb6\u673a\u5173\u548c\u6b66\u88c5\u529b\u91cf\u3001\u5404\u653f\u515a\u548c\u5404\u4eba\u6c11\u56e2\u4f53\u3001\u4f01\u4e1a\u4e8b\u4e1a\u7ec4\u7ec7\u548c\u5176\u4ed6\u793e\u4f1a\u7ec4\u7ec7\u4ee5\u53ca\u516c\u6c11\uff0c\u5728\u5bf9\u5916\u4ea4\u6d41\u5408\u4f5c\u4e2d\u6709\u7ef4\u62a4\u56fd\u5bb6\u4e3b\u6743\u3001\u5b89\u5168\u3001\u5c0a\u4e25\u3001\u8363\u8a89\u3001\u5229\u76ca\u7684\u8d23\u4efb\u548c\u4e49\u52a1\u3002<\/span><\/p>\n

Article 6\u00a0 The State institutions, armed forces, political parties, people\u2019s organizations, enterprises, public institutions, other social organizations, and citizens have the responsibility and obligation to safeguard China\u2019s sovereignty, national security, dignity, honor and interests in the course of international exchanges and cooperation.<\/span><\/p>\n

\u7b2c\u4e03\u6761\u00a0 \u56fd\u5bb6\u9f13\u52b1\u79ef\u6781\u5f00\u5c55\u6c11\u95f4\u5bf9\u5916\u53cb\u597d\u4ea4\u6d41\u5408\u4f5c\u3002<\/span><\/p>\n

Article 7\u00a0 The State encourages friendly people-to-people exchanges and cooperation with foreign countries.<\/span><\/p>\n

\u5bf9\u5728\u5bf9\u5916\u4ea4\u6d41\u5408\u4f5c\u4e2d\u505a\u51fa\u7a81\u51fa\u8d21\u732e\u8005\uff0c\u6309\u7167\u56fd\u5bb6\u6709\u5173\u89c4\u5b9a\u7ed9\u4e88\u8868\u5f70\u548c\u5956\u52b1\u3002<\/span><\/p>\n

Those who make outstanding contribution to international exchanges and cooperation shall be honored and awarded pursuant to applicable regulations of the State.<\/span><\/p>\n

\u7b2c\u516b\u6761\u00a0 \u4efb\u4f55\u7ec4\u7ec7\u548c\u4e2a\u4eba\u8fdd\u53cd\u672c\u6cd5\u548c\u6709\u5173\u6cd5\u5f8b\uff0c\u5728\u5bf9\u5916\u4ea4\u5f80\u4e2d\u4ece\u4e8b\u635f\u5bb3\u56fd\u5bb6\u5229\u76ca\u6d3b\u52a8\u7684\uff0c\u4f9d\u6cd5\u8ffd\u7a76\u6cd5\u5f8b\u8d23\u4efb\u3002<\/span><\/p>\n

Article 8\u00a0 Any organization or individual who commits acts that are detrimental to China\u2019s national interests in violation of this Law and other applicable laws in the course of engaging in international exchanges shall be held accountable by law.<\/span><\/p>\n

Chapter II\u00a0 Functions and Powers for the Conduct of Foreign Relations<\/strong><\/span><\/p>\n

\u7b2c\u4e5d\u6761\u00a0 \u4e2d\u592e\u5916\u4e8b\u5de5\u4f5c\u9886\u5bfc\u673a\u6784\u8d1f\u8d23\u5bf9\u5916\u5de5\u4f5c\u7684\u51b3\u7b56\u548c\u8bae\u4e8b\u534f\u8c03\uff0c\u7814\u7a76\u5236\u5b9a\u3001\u6307\u5bfc\u5b9e\u65bd\u56fd\u5bb6\u5bf9\u5916\u6218\u7565\u548c\u6709\u5173\u91cd\u5927\u65b9\u9488\u653f\u7b56\uff0c\u8d1f\u8d23\u5bf9\u5916\u5de5\u4f5c\u7684\u9876\u5c42\u8bbe\u8ba1\u3001\u7edf\u7b79\u534f\u8c03\u3001\u6574\u4f53\u63a8\u8fdb\u3001\u7763\u4fc3\u843d\u5b9e\u3002<\/span><\/p>\n

Article 9\u00a0 The central leading body for foreign affairs is responsible for policy making, deliberation and coordination relating to the conduct of foreign relations. It considers and formulates the State\u2019s foreign relations strategy and related major principles and policies, and provides guidance for their implementation. It is responsible for top-level design, coordination and holistic advancement of work concerning foreign relations, and supervises its implementation.<\/span><\/p>\n

\u7b2c\u5341\u6761\u00a0 \u5168\u56fd\u4eba\u6c11\u4ee3\u8868\u5927\u4f1a\u53ca\u5176\u5e38\u52a1\u59d4\u5458\u4f1a\u6279\u51c6\u548c\u5e9f\u9664\u540c\u5916\u56fd\u7f14\u7ed3\u7684\u6761\u7ea6\u548c\u91cd\u8981\u534f\u5b9a\uff0c\u884c\u4f7f\u5baa\u6cd5\u548c\u6cd5\u5f8b\u89c4\u5b9a\u7684\u5bf9\u5916\u5173\u7cfb\u804c\u6743\u3002<\/span><\/p>\n

Article 10\u00a0 The National People\u2019s Congress and its Standing Committee ratify or denounce treaties and important agreements concluded with other countries, and exercise functions and powers relating to foreign relations pursuant to the Constitution and other laws.\u2002<\/span><\/p>\n

\u5168\u56fd\u4eba\u6c11\u4ee3\u8868\u5927\u4f1a\u53ca\u5176\u5e38\u52a1\u59d4\u5458\u4f1a\u79ef\u6781\u5f00\u5c55\u5bf9\u5916\u4ea4\u5f80\uff0c\u52a0\u5f3a\u540c\u5404\u56fd\u8bae\u4f1a\u3001\u56fd\u9645\u548c\u5730\u533a\u8bae\u4f1a\u7ec4\u7ec7\u7684\u4ea4\u6d41\u4e0e\u5408\u4f5c\u3002<\/span><\/p>\n

The National People\u2019s Congress and its Standing Committee actively conduct international exchanges, and strengthen exchanges and cooperation with parliaments of foreign countries as well as international and regional parliamentary organizations.<\/span><\/p>\n

\u7b2c\u5341\u4e00\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u4e3b\u5e2d\u4ee3\u8868\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\uff0c\u8fdb\u884c\u56fd\u4e8b\u6d3b\u52a8\uff0c\u884c\u4f7f\u5baa\u6cd5\u548c\u6cd5\u5f8b\u89c4\u5b9a\u7684\u5bf9\u5916\u5173\u7cfb\u804c\u6743\u3002<\/span><\/p>\n

Article 11\u00a0 The President of the People\u2019s Republic of China represents the People\u2019s Republic of China, conducts affairs of state, and exercises functions and powers relating to foreign relations pursuant to the Constitution and other laws.<\/span><\/p>\n

\u7b2c\u5341\u4e8c\u6761\u00a0 \u56fd\u52a1\u9662\u7ba1\u7406\u5bf9\u5916\u4e8b\u52a1\uff0c\u540c\u5916\u56fd\u7f14\u7ed3\u6761\u7ea6\u548c\u534f\u5b9a\uff0c\u884c\u4f7f\u5baa\u6cd5\u548c\u6cd5\u5f8b\u89c4\u5b9a\u7684\u5bf9\u5916\u5173\u7cfb\u804c\u6743\u3002<\/span><\/p>\n

Article 12\u00a0 The State Council manages foreign affairs, concludes treaties and agreements with foreign countries, and exercises functions and powers relating to foreign relations pursuant to the Constitution and other laws.<\/span><\/p>\n

\u7b2c\u5341\u4e09\u6761\u00a0 \u4e2d\u592e\u519b\u4e8b\u59d4\u5458\u4f1a\u7ec4\u7ec7\u5f00\u5c55\u56fd\u9645\u519b\u4e8b\u4ea4\u6d41\u4e0e\u5408\u4f5c\uff0c\u884c\u4f7f\u5baa\u6cd5\u548c\u6cd5\u5f8b\u89c4\u5b9a\u7684\u5bf9\u5916\u5173\u7cfb\u804c\u6743\u3002<\/span><\/p>\n

Article 13\u00a0 The Central Military Commission organizes and conducts international military exchanges and cooperation and exercises functions and powers relating to foreign relations pursuant to the Constitution and other laws.<\/span><\/p>\n

\u7b2c\u5341\u56db\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u5916\u4ea4\u90e8\u4f9d\u6cd5\u529e\u7406\u5916\u4ea4\u4e8b\u52a1\uff0c\u627f\u529e\u515a\u548c\u56fd\u5bb6\u9886\u5bfc\u4eba\u540c\u5916\u56fd\u9886\u5bfc\u4eba\u7684\u5916\u4ea4\u5f80\u6765\u4e8b\u52a1\u3002\u5916\u4ea4\u90e8\u52a0\u5f3a\u5bf9\u56fd\u5bb6\u673a\u5173\u5404\u90e8\u95e8\u3001\u5404\u5730\u533a\u5bf9\u5916\u4ea4\u6d41\u5408\u4f5c\u7684\u6307\u5bfc\u3001\u534f\u8c03\u3001\u7ba1\u7406\u3001\u670d\u52a1\u3002<\/span><\/p>\n

Article 14\u00a0 The Ministry of Foreign Affairs of the People\u2019s Republic of China conducts foreign affairs in accordance with the law and undertakes matters relating to diplomatic exchanges of Party and State leaders with foreign leaders. The Ministry of Foreign Affairs enhances guidance, coordination, management and service for international exchanges and cooperation conducted by other government departments and localities.<\/span><\/p>\n

\u4e2d\u592e\u548c\u56fd\u5bb6\u673a\u5173\u6309\u7167\u804c\u8d23\u5206\u5de5\uff0c\u5f00\u5c55\u5bf9\u5916\u4ea4\u6d41\u5408\u4f5c\u3002<\/span><\/p>\n

Other central and government departments conduct international exchanges and cooperation according to their respective scope of responsibilities.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u6761\u00a0 \u56fd\u5bb6\u4f9d\u7167\u5baa\u6cd5\u548c\u6cd5\u5f8b\u7f14\u7ed3\u6216\u8005\u53c2\u52a0\u6761\u7ea6\u548c\u534f\u5b9a\uff0c\u5584\u610f\u5c65\u884c\u6709\u5173\u6761\u7ea6\u548c\u534f\u5b9a\u89c4\u5b9a\u7684\u4e49\u52a1\u3002<\/span><\/p>\n

Article 30\u00a0 The State concludes or accedes to treaties and agreements in accordance with the Constitution and other laws and fulfills in good faith obligations stipulated in such treaties and agreements.<\/span><\/p>\n

\u56fd\u5bb6\u7f14\u7ed3\u6216\u8005\u53c2\u52a0\u7684\u6761\u7ea6\u548c\u534f\u5b9a\u4e0d\u5f97\u540c\u5baa\u6cd5\u76f8\u62b5\u89e6\u3002<\/span><\/p>\n

Treaties and agreements that the State concludes or accedes to shall not contravene the Constitution.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u4e00\u6761\u00a0 \u56fd\u5bb6\u91c7\u53d6\u9002\u5f53\u63aa\u65bd\u5b9e\u65bd\u548c\u9002\u7528\u6761\u7ea6\u548c\u534f\u5b9a\u3002<\/span><\/p>\n

Article 31\u00a0 The State takes due measures to implement and apply treaties and agreements to which it is a Party.<\/span><\/p>\n

\u6761\u7ea6\u548c\u534f\u5b9a\u7684\u5b9e\u65bd\u548c\u9002\u7528\u4e0d\u5f97\u635f\u5bb3\u56fd\u5bb6\u4e3b\u6743\u3001\u5b89\u5168\u548c\u793e\u4f1a\u516c\u5171\u5229\u76ca\u3002<\/span><\/p>\n

The implementation and application of treaties and agreements shall not undermine the sovereignty of the State, national security and public interests.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u4e8c\u6761\u00a0 \u56fd\u5bb6\u5728\u9075\u5b88\u56fd\u9645\u6cd5\u57fa\u672c\u539f\u5219\u548c\u56fd\u9645\u5173\u7cfb\u57fa\u672c\u51c6\u5219\u7684\u57fa\u7840\u4e0a\uff0c\u52a0\u5f3a\u6d89\u5916\u9886\u57df\u6cd5\u5f8b\u6cd5\u89c4\u7684\u5b9e\u65bd\u548c\u9002\u7528\uff0c\u5e76\u4f9d\u6cd5\u91c7\u53d6\u6267\u6cd5\u3001\u53f8\u6cd5\u7b49\u63aa\u65bd\uff0c\u7ef4\u62a4\u56fd\u5bb6\u4e3b\u6743\u3001\u5b89\u5168\u3001\u53d1\u5c55\u5229\u76ca\uff0c\u4fdd\u62a4\u4e2d\u56fd\u516c\u6c11\u3001\u7ec4\u7ec7\u5408\u6cd5\u6743\u76ca\u3002<\/span><\/p>\n

Article 32\u00a0 The State shall strengthen the implementation and application of its laws and regulations in foreign-related fields in conformity with the fundamental principles of international law and fundamental norms governing international relations. The State shall take law enforcement, judicial or other measures in accordance with the law to safeguard its sovereignty, national security and development interests and protect the lawful rights and interests of Chinese citizens and organizations.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u4e09\u6761\u00a0 \u5bf9\u4e8e\u8fdd\u53cd\u56fd\u9645\u6cd5\u548c\u56fd\u9645\u5173\u7cfb\u57fa\u672c\u51c6\u5219\uff0c\u5371\u5bb3\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u4e3b\u6743\u3001\u5b89\u5168\u3001\u53d1\u5c55\u5229\u76ca\u7684\u884c\u4e3a\uff0c\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u6709\u6743\u91c7\u53d6\u76f8\u5e94\u53cd\u5236\u548c\u9650\u5236\u63aa\u65bd\u3002<\/span><\/p>\n

Article 33\u00a0 The People\u2019s Republic of China has the right to take, as called for, measures to counter or take restrictive measures against acts that endanger its sovereignty, national security and development interests in violation of international law or fundamental norms governing international relations.<\/span><\/p>\n

\u56fd\u52a1\u9662\u53ca\u5176\u90e8\u95e8\u5236\u5b9a\u5fc5\u8981\u7684\u884c\u653f\u6cd5\u89c4\u3001\u90e8\u95e8\u89c4\u7ae0\uff0c\u5efa\u7acb\u76f8\u5e94\u5de5\u4f5c\u5236\u5ea6\u548c\u673a\u5236\uff0c\u52a0\u5f3a\u90e8\u95e8\u534f\u540c\u914d\u5408\uff0c\u786e\u5b9a\u548c\u5b9e\u65bd\u6709\u5173\u53cd\u5236\u548c\u9650\u5236\u63aa\u65bd\u3002<\/span><\/p>\n

The State Council and its departments adopt administrative regulations and departmental rules as necessary, establish related working institutions and mechanisms, and strengthen inter-departmental coordination and cooperation to adopt and enforce measures mentioned in the preceding paragraph.<\/span><\/p>\n

\u4f9d\u636e\u672c\u6761\u7b2c\u4e00\u6b3e\u3001\u7b2c\u4e8c\u6b3e\u4f5c\u51fa\u7684\u51b3\u5b9a\u4e3a\u6700\u7ec8\u51b3\u5b9a\u3002<\/span><\/p>\n

Decisions made pursuant to the first and second paragraphs of this Article are final.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u56db\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u5728\u4e00\u4e2a\u4e2d\u56fd\u539f\u5219\u57fa\u7840\u4e0a\uff0c\u6309\u7167\u548c\u5e73\u5171\u5904\u4e94\u9879\u539f\u5219\u540c\u4e16\u754c\u5404\u56fd\u5efa\u7acb\u548c\u53d1\u5c55\u5916\u4ea4\u5173\u7cfb\u3002<\/span><\/p>\n

Article 34\u00a0 The People\u2019s Republic of China, on the basis of the one-China principle, establishes and develops diplomatic relations with other countries in accordance with the Five Principles of Peaceful Coexistence.<\/span><\/p>\n

\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u6839\u636e\u7f14\u7ed3\u6216\u8005\u53c2\u52a0\u7684\u6761\u7ea6\u548c\u534f\u5b9a\u3001\u56fd\u9645\u6cd5\u57fa\u672c\u539f\u5219\u548c\u56fd\u9645\u5173\u7cfb\u57fa\u672c\u51c6\u5219\uff0c\u6709\u6743\u91c7\u53d6\u53d8\u66f4\u6216\u8005\u7ec8\u6b62\u5916\u4ea4\u3001\u9886\u4e8b\u5173\u7cfb\u7b49\u5fc5\u8981\u5916\u4ea4\u884c\u52a8\u3002<\/span><\/p>\n

The People\u2019s Republic of China, in accordance with treaties and agreements it concludes or accedes to as well as the fundamental principles of international law and fundamental norms governing international relations, may take diplomatic actions as necessary including changing or terminating diplomatic or consular relations with a foreign country.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u4e94\u6761\u00a0 \u56fd\u5bb6\u91c7\u53d6\u63aa\u65bd\u6267\u884c\u8054\u5408\u56fd\u5b89\u5168\u7406\u4e8b\u4f1a\u6839\u636e\u8054\u5408\u56fd\u5baa\u7ae0\u7b2c\u4e03\u7ae0\u4f5c\u51fa\u7684\u5177\u6709\u7ea6\u675f\u529b\u7684\u5236\u88c1\u51b3\u8bae\u548c\u76f8\u5173\u63aa\u65bd\u3002<\/span><\/p>\n

Article 35\u00a0 The State takes steps to implement sanction resolutions and relevant measures with binding force adopted by the United Nations Security Council in accordance with Chapter VII of the Charter of the United Nations.<\/span><\/p>\n

\u5bf9\u524d\u6b3e\u6240\u8ff0\u5236\u88c1\u51b3\u8bae\u548c\u63aa\u65bd\u7684\u6267\u884c\uff0c\u7531\u5916\u4ea4\u90e8\u53d1\u51fa\u901a\u77e5\u5e76\u4e88\u516c\u544a\u3002\u56fd\u5bb6\u6709\u5173\u90e8\u95e8\u548c\u7701\u3001\u81ea\u6cbb\u533a\u3001\u76f4\u8f96\u5e02\u4eba\u6c11\u653f\u5e9c\u5728\u5404\u81ea\u804c\u6743\u8303\u56f4\u5185\u91c7\u53d6\u63aa\u65bd\u4e88\u4ee5\u6267\u884c\u3002<\/span><\/p>\n

The Ministry of Foreign Affairs issues notices to release the sanction resolutions and measures mentioned in the preceding paragraph. The government departments concerned and the people\u2019s governments of provinces, autonomous regions, and cities directly under central government jurisdiction shall take actions to implement such sanction resolutions and measures within the scope of their respective functions and powers.<\/span><\/p>\n

\u5728\u4e2d\u56fd\u5883\u5185\u7684\u7ec4\u7ec7\u548c\u4e2a\u4eba\u5e94\u5f53\u9075\u5b88\u5916\u4ea4\u90e8\u516c\u544a\u5185\u5bb9\u548c\u5404\u90e8\u95e8\u3001\u5404\u5730\u533a\u6709\u5173\u63aa\u65bd\uff0c\u4e0d\u5f97\u4ece\u4e8b\u8fdd\u53cd\u4e0a\u8ff0\u5236\u88c1\u51b3\u8bae\u548c\u63aa\u65bd\u7684\u884c\u4e3a\u3002<\/span><\/p>\n

Organizations and individuals in the Chinese territory shall comply with the notices issued by the Ministry of Foreign Affairs and related actions taken by government departments and localities, and shall not engage in any activity in violation of the above-mentioned sanction resolutions and measures.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u516d\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u4f9d\u636e\u6709\u5173\u6cd5\u5f8b\u548c\u7f14\u7ed3\u6216\u8005\u53c2\u52a0\u7684\u6761\u7ea6\u548c\u534f\u5b9a\uff0c\u7ed9\u4e88\u5916\u56fd\u5916\u4ea4\u673a\u6784\u3001\u5916\u56fd\u56fd\u5bb6\u5b98\u5458\u3001\u56fd\u9645\u7ec4\u7ec7\u53ca\u5176\u5b98\u5458\u76f8\u5e94\u7684\u7279\u6743\u4e0e\u8c41\u514d\u3002<\/span><\/p>\n

Article 36\u00a0 The People\u2019s Republic of China confers privileges and immunities to diplomatic institutions and officials of other countries, and to international organizations and their officials in accordance with relevant laws as well as treaties and agreements it concludes or accedes to.<\/span><\/p>\n

\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u4f9d\u636e\u6709\u5173\u6cd5\u5f8b\u548c\u7f14\u7ed3\u6216\u8005\u53c2\u52a0\u7684\u6761\u7ea6\u548c\u534f\u5b9a\uff0c\u7ed9\u4e88\u5916\u56fd\u56fd\u5bb6\u53ca\u5176\u8d22\u4ea7\u8c41\u514d\u3002<\/span><\/p>\n

The People\u2019s Republic of China confers immunities to foreign states and their properties in accordance with relevant laws as well as treaties and agreements it concludes or accedes to.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u4e03\u6761\u00a0 \u56fd\u5bb6\u4f9d\u6cd5\u91c7\u53d6\u5fc5\u8981\u63aa\u65bd\uff0c\u4fdd\u62a4\u4e2d\u56fd\u516c\u6c11\u548c\u7ec4\u7ec7\u5728\u6d77\u5916\u7684\u5b89\u5168\u548c\u6b63\u5f53\u6743\u76ca\uff0c\u4fdd\u62a4\u56fd\u5bb6\u7684\u6d77\u5916\u5229\u76ca\u4e0d\u53d7\u5a01\u80c1\u548c\u4fb5\u5bb3\u3002<\/span><\/p>\n

Article 37\u00a0 The State shall take measures as necessary in accordance with the law to protect the safety, security, and legitimate rights and interests of Chinese citizens and organizations overseas and safeguard China\u2019s overseas interests against any threat or infringement.<\/span><\/p>\n

\u56fd\u5bb6\u52a0\u5f3a\u6d77\u5916\u5229\u76ca\u4fdd\u62a4\u4f53\u7cfb\u3001\u5de5\u4f5c\u673a\u5236\u548c\u80fd\u529b\u5efa\u8bbe\u3002<\/span><\/p>\n

The State shall strengthen the systems and working mechanisms and build the capacity to protect its overseas interests.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u516b\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u4f9d\u6cd5\u4fdd\u62a4\u5728\u4e2d\u56fd\u5883\u5185\u7684\u5916\u56fd\u4eba\u548c\u5916\u56fd\u7ec4\u7ec7\u7684\u5408\u6cd5\u6743\u5229\u548c\u5229\u76ca\u3002<\/span><\/p>\n

Article 38\u00a0 The People\u2019s Republic of China protects the lawful rights and interests of foreign nationals and foreign organizations in its territory in accordance with the law.<\/span><\/p>\n

\u56fd\u5bb6\u6709\u6743\u51c6\u8bb8\u6216\u8005\u62d2\u7edd\u5916\u56fd\u4eba\u5165\u5883\u3001\u505c\u7559\u5c45\u7559\uff0c\u4f9d\u6cd5\u5bf9\u5916\u56fd\u7ec4\u7ec7\u5728\u5883\u5185\u7684\u6d3b\u52a8\u8fdb\u884c\u7ba1\u7406\u3002<\/span><\/p>\n

The State has the power to permit or deny a foreign national entry, stay or residence in its territory, and regulates, in accordance with the law, activities carried out in its territory by foreign organizations.<\/span><\/p>\n

\u5728\u4e2d\u56fd\u5883\u5185\u7684\u5916\u56fd\u4eba\u548c\u5916\u56fd\u7ec4\u7ec7\u5e94\u5f53\u9075\u5b88\u4e2d\u56fd\u6cd5\u5f8b\uff0c\u4e0d\u5f97\u5371\u5bb3\u4e2d\u56fd\u56fd\u5bb6\u5b89\u5168\u3001\u635f\u5bb3\u793e\u4f1a\u516c\u5171\u5229\u76ca\u3001\u7834\u574f\u793e\u4f1a\u516c\u5171\u79e9\u5e8f\u3002<\/span><\/p>\n

Foreign nationals and foreign organizations in the territory of China shall abide by its laws, and shall not endanger China\u2019s national security, undermine social and public interests or disrupt social and public order.<\/span><\/p>\n

\u7b2c\u4e09\u5341\u4e5d\u6761\u00a0 \u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u52a0\u5f3a\u591a\u8fb9\u53cc\u8fb9\u6cd5\u6cbb\u5bf9\u8bdd\uff0c\u63a8\u8fdb\u5bf9\u5916\u6cd5\u6cbb\u4ea4\u6d41\u5408\u4f5c\u3002<\/span><\/p>\n

Article 39\u00a0 The People\u2019s Republic of China strengthens multilateral and bilateral dialogue on the rule of law and promotes international exchanges and cooperation on the rule of law.<\/span><\/p>\n

\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u6839\u636e\u7f14\u7ed3\u6216\u8005\u53c2\u52a0\u7684\u6761\u7ea6\u548c\u534f\u5b9a\uff0c\u6216\u8005\u6309\u7167\u5e73\u7b49\u4e92\u60e0\u539f\u5219\uff0c\u540c\u5916\u56fd\u3001\u56fd\u9645\u7ec4\u7ec7\u5728\u6267\u6cd5\u3001\u53f8\u6cd5\u9886\u57df\u5f00\u5c55\u56fd\u9645\u5408\u4f5c\u3002<\/span><\/p>\n

The People\u2019s Republic of China shall engage in international cooperation in law enforcement and judicial fields with other countries and international organizations in accordance with treaties and agreements it concludes or accedes to or in line with the principles of equality and reciprocity.\u2002<\/span><\/p>\n

\u56fd\u5bb6\u6df1\u5316\u62d3\u5c55\u5bf9\u5916\u6267\u6cd5\u5408\u4f5c\u5de5\u4f5c\u673a\u5236\uff0c\u5b8c\u5584\u53f8\u6cd5\u534f\u52a9\u4f53\u5236\u673a\u5236\uff0c\u63a8\u8fdb\u6267\u6cd5\u3001\u53f8\u6cd5\u9886\u57df\u56fd\u9645\u5408\u4f5c\u3002\u56fd\u5bb6\u52a0\u5f3a\u6253\u51fb\u8de8\u56fd\u72af\u7f6a\u3001\u53cd\u8150\u8d25\u7b49\u56fd\u9645\u5408\u4f5c\u3002<\/span><\/p>\n

The State strengthens and expands its working mechanisms for international cooperation in law enforcement, improves its systems and mechanisms for judicial assistance, and promotes international cooperation in law enforcement and judicial fields. The State strengthens international cooperation in areas such as combating transnational crimes and corruption.<\/span><\/p>\n

\u7b2c\u4e94\u7ae0\u00a0 \u53d1\u5c55\u5bf9\u5916\u5173\u7cfb\u7684\u4fdd\u969c<\/strong><\/span><\/p>\n

Chapter V\u00a0 Support for the Conduct of Foreign Relations<\/strong><\/span><\/p>\n

\u7b2c\u56db\u5341\u6761\u00a0 \u56fd\u5bb6\u5065\u5168\u5bf9\u5916\u5de5\u4f5c\u7efc\u5408\u4fdd\u969c\u4f53\u7cfb\uff0c\u589e\u5f3a\u53d1\u5c55\u5bf9\u5916\u5173\u7cfb\u3001\u7ef4\u62a4\u56fd\u5bb6\u5229\u76ca\u7684\u80fd\u529b\u3002<\/span><\/p>\n

Article 40\u00a0 The State shall improve its system of integrated support for conducting foreign relations and strengthen its capacity to conduct foreign relations and safeguard national interests.<\/span><\/p>\n

\u7b2c\u56db\u5341\u4e00\u6761\u00a0 \u56fd\u5bb6\u4fdd\u969c\u5bf9\u5916\u5de5\u4f5c\u6240\u9700\u7ecf\u8d39\uff0c\u5efa\u7acb\u4e0e\u53d1\u5c55\u5bf9\u5916\u5173\u7cfb\u9700\u6c42\u548c\u56fd\u6c11\u7ecf\u6d4e\u53d1\u5c55\u6c34\u5e73\u76f8\u9002\u5e94\u7684\u7ecf\u8d39\u4fdd\u969c\u673a\u5236\u3002<\/span><\/p>\n

Article 41\u00a0 The State shall provide funding required for conducting foreign relations and establish a funding mechanism that meets the need of conducting foreign relations and is commensurate with China\u2019s economic development.<\/span><\/p>\n

\u7b2c\u56db\u5341\u4e8c\u6761\u00a0 \u56fd\u5bb6\u52a0\u5f3a\u5bf9\u5916\u5de5\u4f5c\u4eba\u624d\u961f\u4f0d\u5efa\u8bbe\uff0c\u91c7\u53d6\u63aa\u65bd\u63a8\u52a8\u505a\u597d\u4eba\u624d\u57f9\u517b\u3001\u4f7f\u7528\u3001\u7ba1\u7406\u3001\u670d\u52a1\u3001\u4fdd\u969c\u7b49\u5de5\u4f5c\u3002<\/span><\/p>\n

Article 42\u00a0 The State shall strengthen capacity building of personnel working in foreign relations and take effective steps in related work such as training, employment, management, service and support.<\/span><\/p>\n

\u7b2c\u56db\u5341\u4e09\u6761\u00a0 \u56fd\u5bb6\u901a\u8fc7\u591a\u79cd\u5f62\u5f0f\u4fc3\u8fdb\u793e\u4f1a\u516c\u4f17\u7406\u89e3\u548c\u652f\u6301\u5bf9\u5916\u5de5\u4f5c\u3002<\/span><\/p>\n

Article 43\u00a0 The State shall promote public understanding of and support for its conduct of foreign relations through various forms.<\/span><\/p>\n

\u7b2c\u56db\u5341\u56db\u6761\u00a0 \u56fd\u5bb6\u63a8\u8fdb\u56fd\u9645\u4f20\u64ad\u80fd\u529b\u5efa\u8bbe\uff0c\u63a8\u52a8\u4e16\u754c\u66f4\u597d\u4e86\u89e3\u548c\u8ba4\u8bc6\u4e2d\u56fd\uff0c\u4fc3\u8fdb\u4eba\u7c7b\u6587\u660e\u4ea4\u6d41\u4e92\u9274\u3002<\/span><\/p>\n

Article 44\u00a0 The State shall strengthen capacity building for international communication, enable the world to learn more about and better understand China, and promote exchanges and mutual learning between different civilizations.<\/span><\/p>\n

Chapter VI\u00a0 Supplementary Provision<\/span><\/p>\n

\u7b2c\u56db\u5341\u4e94\u6761\u00a0 \u672c\u6cd5\u81ea2023\u5e747\u67081\u65e5\u8d77\u65bd\u884c\u3002<\/span><\/p>\n

Article 45\u00a0 This Law shall come into force on July 1, 2023.<\/span><\/p>\n
